About PROPERTIES

A .properties file is a list of key=value lines read by Java's Properties class. It is also the format for translation strings in Java applications. Traditionally the file is read as ISO 8859-1, so characters outside Latin-1 appear as \uXXXX escapes.

PROPERTIES is flat, with no nesting or data types, and non-Latin text is stored as escapes. PROPERTIES is what Java applications and Spring read.
