PROPERTIES is flat, with no nesting or data types, and non-Latin text is stored as escapes. YAML is easier for people to read and edit than JSON and allows comments. PROPERTIES is at home in configuration and translations in Java applications; YAML is the usual choice for configuration files written by people.
Comment lines, the three separators (=, : or a space), continued lines and \uXXXX escapes are understood. A file that is valid UTF-8 is read as UTF-8, otherwise as Windows-1252. Every value stays text.
A .properties file is a list of key=value lines read by Java's Properties class. It is also the format for translation strings in Java applications. Traditionally the file is read as ISO 8859-1, so characters outside Latin-1 appear as \uXXXX escapes.
