PROPERTIES to JSON: what to expect

PROPERTIES is flat, with no nesting or data types, and non-Latin text is stored as escapes. JSON is what APIs and most programming languages read natively. PROPERTIES is at home in configuration and translations in Java applications; JSON is the usual choice for APIs and data exchanged between programs.

Comment lines, the three separators (=, : or a space), continued lines and \uXXXX escapes are understood. A file that is valid UTF-8 is read as UTF-8, otherwise as Windows-1252. Every value stays text.
