Calendar exports are written for calendar programs, not for people. A CSV lists each event with its title, start, end, location and description in columns, so you can sort them, count them or paste them into a report.
Each event becomes one row or object. Dates are kept exactly as the calendar wrote them (UTC, a named time zone or floating), not converted to your time zone. Files up to 100 MB are accepted.
An ICS file holds calendar events, tasks and their time zones, repeats and reminders in plain text. Invitations attached to emails and calendar subscription links use it. Every major calendar can import it.

The values are kept. Anything CSV has no way to express, such as formatting, formulas or nesting, is simplified or left out.

Yes. A file can be up to 100 MB; a larger one is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
