PBM holds only black and white and few everyday apps open it. PDF looks the same on every device and keeps several pages in one file. PBM is at home in black-and-white line art and scanned text in command-line tools; PDF is the usual choice for documents that must look the same everywhere, and printing.

PBM holds only black and white, so the result has no greys. Each picture becomes one page. The page can match the picture's own size or be A4 or US Letter; on paper the sheet turns to suit the picture, which is shrunk to fit inside the margins and never enlarged.
PBM is the black-and-white member of the Netpbm family: every pixel is a single bit, either on or off, with no greys. It suits fax-like scans and bitmaps and was the format other Unix tools used to hand pictures to each other.
