QOI opens in very few apps, and no browser shows it. PDF looks the same on every device and keeps several pages in one file. QOI is at home in game textures and pipelines that need very fast encoding; PDF is the usual choice for documents that must look the same everywhere, and printing.

Each picture becomes one page. The page can match the picture's own size or be A4 or US Letter; on paper the sheet turns to suit the picture, which is shrunk to fit inside the margins and never enlarged.
QOI is a lossless image format with a specification short enough to read in a few minutes. It compresses far less than PNG but encodes and decodes many times faster, which is why game developers and tool authors like it. Support in everyday apps is thin.
