A spreadsheet of contacts cannot be imported into an iPhone, an Android phone or most mail programs, but a VCF file can. Each row becomes one contact card with its name, phone numbers, email addresses and company.
Contacts are written as vCard 3.0, which iPhone, Android, Outlook and Google Contacts all import. The CSV needs columns such as Name, First Name, Last Name, Email or Phone. Files up to 100 MB are accepted.
CSV is a table written as text: one row per line, values separated by commas. Every spreadsheet and database can import and export it, but it holds one sheet only and no formatting, formulas or data types.

The values are kept. Anything VCF has no way to express, such as formatting, formulas or nesting, is simplified or left out.

Yes. A file can be up to 100 MB; a larger one is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
