XLSB is a binary format that many tools and scripts cannot read. CSV is plain text that every spreadsheet, database and script can read. XLSB is at home in very large workbooks that need to open quickly; CSV is the usual choice for moving tabular data between systems.
One XLSB can produce several CSV files (one file per sheet); when it does, they are offered together as a ZIP download.
Formulas come across as the values they last calculated, and formatting such as colours and column widths is not carried over.
XLSB stores the same workbook as XLSX but in binary records instead of XML, which makes the file smaller and faster to open and save. It is used for huge models and for workbooks that mix a lot of formulas. Few tools outside Office read it.

The values are kept. Anything CSV has no way to express, such as formatting, formulas or nesting, is simplified or left out.

Yes. Spreadsheet files up to 150 MB are accepted; a larger file is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
