FODS is large and few apps outside LibreOffice open it. XLSX opens straight into Excel with columns and data types intact. FODS is at home in spreadsheets kept in version control or processed with XML tools; XLSX is the usual choice for spreadsheets with formulas, formatting and several sheets.
Every sheet is kept, under its own name. XLSX holds at most 1,048,576 rows and 16,384 columns per sheet.
FODS is the OpenDocument spreadsheet written as a single plain-text XML file instead of a ZIP of several parts. It is larger than an ODS, but it can be read in any editor, compared with diff tools and processed by scripts.

The values are kept. Anything XLSX has no way to express, such as formatting, formulas or nesting, is simplified or left out.

Yes. Spreadsheet files up to 150 MB are accepted; a larger file is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
