FODS is large and few apps outside LibreOffice open it. ODS is an open standard that LibreOffice uses natively. FODS is at home in spreadsheets kept in version control or processed with XML tools; ODS is the usual choice for spreadsheets in open-source office suites.
Formulas come across as the values they last calculated, and formatting such as colours and column widths is not carried over. Every sheet is kept, under its own name. ODS holds at most 1,048,576 rows and 16,384 columns per sheet.
FODS is the OpenDocument spreadsheet written as a single plain-text XML file instead of a ZIP of several parts. It is larger than an ODS, but it can be read in any editor, compared with diff tools and processed by scripts.

Yes. Spreadsheet files up to 150 MB are accepted; a larger file is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
