To get the attachments out of an EML without a mail program, they have to be decoded from the text the message stores them in. A ZIP of the message and its attachments is easy to store, email or archive.
The ZIP holds the message as a page and as text, and an attachments folder with every attachment. Attachment names come from the sender, so folders, control characters and duplicates in them are cleaned up. Headers in other character sets (UTF-8, ISO-8859, ISO-2022-JP and the like) and encoded bodies and attachments are decoded. Messages up to 100 MB are accepted.
An EML file is one email saved as plain text: headers such as From and Subject, then the body, with attachments encoded as text. The layout is the Internet message format that mail servers use. Most mail programs can open it and drag-and-drop one out of a message list.
