JSON is hard to read in bulk and cannot be opened as a table without flattening. NDJSON can be streamed and appended to one record at a time. JSON is at home in APIs and data exchanged between programs; NDJSON is the usual choice for logs and large record streams that are processed line by line.
One JSON can produce several NDJSON files (one record per line); when it does, they are offered together as a ZIP download.
Each record is written on its own line with no enclosing array. A workbook or database with several tables gives one file per table.
JSON represents data as nested objects and lists in plain text. It is the default language of web APIs. Unlike a spreadsheet it can be nested to any depth, which is also why turning it into rows and columns takes a decision about how to flatten it.

The values are kept. Anything NDJSON has no way to express, such as formatting, formulas or nesting, is simplified or left out.

Yes. Data files up to 300 MB are accepted; a larger file is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
