The PSD is converted as one flattened picture, with its layers merged; files with more than 8 bits per channel are not supported yet.
PSD is Photoshop's working file: layers, masks, text and effects kept editable. It is not meant for sharing, and most people cannot open one without Photoshop or a compatible editor.

Yes, for photos: GIF holds at most 256 colours, so the picture is reduced to a 256-colour palette and smooth gradients can show bands. Graphics that already use few colours come through unchanged.

The steps are the same everywhere because ToAny runs in the web browser: open this page in a current version of Chrome, Edge, Safari or Firefox, add the PSD file, press Convert and save the GIF. There is nothing to install.
Pictures of up to 120 megapixels are accepted (for example 12,000 by 10,000 pixels); a larger one is refused with a message. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
