CAB is a Windows installer format that Macs and phones do not open without extra software. ZIP opens on every computer and phone without extra software. CAB is at home in Windows installers and driver packages; ZIP is the usual choice for sending several files as one.
A password-protected archive is refused, since its contents cannot be read without the password. CAB files are read, not installed or mounted: every file inside is unpacked and repacked into the ZIP, so nothing of the system image or installer is run.
CAB is Microsoft's archive format for setup programs, drivers and updates. A cabinet can be split over several files and holds the data compressed with MSZIP, LZX or Quantum. Windows opens a .cab in Explorer directly.

Yes. An archive can be up to 500 MB, unpack to at most 1 GB and hold up to 50,000 files; beyond those limits the page says so. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
