A password-protected archive is refused, since its contents cannot be read without the password. ARJ files are read, not installed or mounted: every file inside is unpacked and repacked into the ZIP, so nothing of the system image or installer is run.
ARJ was a popular MS-DOS archiver of the early 1990s, known for good compression and for splitting archives across floppy disks. It was widely used on bulletin boards. Current operating systems do not open it themselves.
