RPM to TAR.GZ: what to expect

RPM is a Linux installation package that Windows and macOS cannot install. TAR.GZ is the standard archive on Linux and for source code. RPM is at home in installing software on Red Hat and SUSE based Linux; TAR.GZ is the usual choice for source code and server backups.

A password-protected archive is refused, since its contents cannot be read without the password. RPM files are read, not installed or mounted: every file inside is unpacked and repacked into the TAR.GZ, so nothing of the system image or installer is run.
