M4R is treated as a ringtone, so ordinary players may not list it as music. FLAC keeps full quality at about half the size of WAV. M4R is at home in custom iPhone ringtones and alert tones; FLAC is the usual choice for archiving music at full quality. FLAC cannot bring back detail that M4R compression already removed; it simply stores the result without further loss, in a larger file.

The conversion uses your browser's own video and audio codecs (WebCodecs), with hardware acceleration where the device has it; the file is read from disk as it goes and can be up to 2 GB. Where the browser lacks a codec, the page falls back to the compatibility engine.

No. The M4R to FLAC conversion runs inside your browser, on your own phone or computer. The file is not sent to ToAny or to anyone else.
No further quality is lost: FLAC stores the decoded audio exactly. It cannot restore what M4R compression already discarded, and the file will be larger.
