7z needs extra software on many computers and phones. CBZ opens in every comic reader and keeps the pages unmodified. 7Z is at home in the smallest archives; CBZ is the usual choice for digital comics and manga.
A password-protected archive is refused, since its contents cannot be read without the password. A comic book archive may hold nothing but page images (and a ComicInfo.xml file). If the archive holds anything else, the conversion is refused and says so.
7z is the format of the open-source 7-Zip tool. It usually compresses noticeably better than ZIP, at the cost of needing an extra app on many computers.

Yes. An archive can be up to 500 MB, unpack to at most 1 GB and hold up to 50,000 files; beyond those limits the page says so. Beyond that the limit is your device's memory, since nothing is uploaded; a computer copes with large files better than a phone.
