MP4 is a delivery format: other tools sometimes need audio only, a GIF, or a different container. M2TS is what Blu-ray authoring tools and AVCHD-compatible players expect. MP4 is at home in sharing and uploading video anywhere; M2TS is the usual choice for blu-ray discs and AVCHD camcorder footage.
The defaults suit most files. Under Options you can lower the resolution, trade quality against file size, remove the sound and trim the start and end. This is demanding work for a browser: a long or high-resolution file can take several minutes, and your device does all of it, so keep the tab open.
This pair uses the compatibility engine, ffmpeg built for the browser, because M2TS cannot be written by the browser's built-in codecs. It is a one-off download of about 10 MB that the browser keeps, it is slower than the built-in codecs, and it takes files up to 1 GB.

It depends on what is inside the MP4. When its video and audio are already in a form M2TS can hold, they can be carried over without being compressed again. Otherwise they are re-encoded, which costs a little quality. Under Options you can favour quality or a smaller file.
