Choosing a font format
A font file holds the outlines of every character plus the tables that space and shape them. TTF and OTF are the desktop formats; WOFF and WOFF2 are the same data compressed for web pages, and WOFF2 is the smallest. A TTC packs several fonts into one file. Converting between these re-wraps the font and does not redraw the letters, so the design is unchanged. Check the font's licence before putting it on a website: installing a font and serving it from a site are often licensed separately.
Questions
Can I put any font on my website after converting it?
Only if its licence allows web use. Converting changes the file format, not the permissions. Fonts under open licences such as the SIL Open Font License can be served on a website; many commercial fonts need a separate web licence.
Which web font format should I use?
WOFF2: it is the smallest and every current browser supports it. Add WOFF only as a fallback for very old browsers. TTF and OTF files are for installing on a computer or using in a design program.
